Normally you put 8bf filter/plugins in the photoshop cs6 plugins folder.
On windows for 64 bit phtoshop cs6 that would be C:\Program Files\Adobe\Adobe Photoshop CS6\Plug-Ins

They could be 32 bit filters.
You should have a 32 bit version of photoshop cs6 in
C:\Program Files (x86)\Adobe\Adobe Photoshop CS6\Plug-Ins
You don't need to double click on the 8bf filters, since putting them in the plugins folder is all that is required.

Is there any way to tell if an 8bf file is 32 bit or 64 bit?

Yes you can check whether the filter is 32 or 64 bit with Notepad.
1. Right click on the .8bf filter, click Open with and select Notepad or Choose another app and then Notepad
2. In Notepad go to Edit>Find, type PE and if it's 32 bit then to the right of PE will be a capital L
3. If it's 64 bit, then to the right of PE will be a dâ€
