My company have two people need to use photoshop.
Can we buy two individual plans and use it in company?
Or must have to buy business plans?
If i use individual plan for company, would that cause any legal problem?

@HYMun yes you can buy two individual plans but managing them will become cumbersome - you'll be relying on the user to manage their own account and if they leave the company, you'll need to be able to recapture that ID/email login. No legal issues as long as you use it for one subscription per individual.

You can have a managed business account and still use a personal account under that, with the Photo plan. We have that here at my company with my plans, I have one login but one All Apps plan and one Photo plan (used on different computers.)
