The Frame Tool has had adjustment handles for decades.  However, afaict, there is no way to enable this for the Rectangular Marquee tool.  Perhaps I am missing how to enable this?

Hi

Just hit CMD or CTRL + T for Free Transform or right click and select Transform Selection

Yeah, not quite.  Ctrl-T simply brings up the Marquee tool.  Still no handles.  Free Transform has handles, however, when you manipulate them, it doesn’t simply move the edges, it distorts the selection.

Yes.  It does not move the edges independently.  It resizes the entire marquee according to the aspect ratio of the selection.

Hold down Command (Control on Windows) when using Transform Selection to adjust corners independently.

Decades? Wasn't the Frame tool new with Photoshop 2019? 😊

My bad, I meant to say "Crop Tool", which has indeed been around for a very long time (and, with independent handles, like the marquee tool SHOULD have by default)...
