I am currently locked out of adobe photoshop starter addition 3.2. If I purchase Photoshop element 15, will I be able to unlock and transfer all of my pictures?

You cannot register it now, but the link above shows how to get the photos that were originally worked on in Photoshop album starter edition 3.2

They are still on your hard drive.
