AI Generative Fill is grayed out in Photoshop 25.1

I upgraded to Photoshop v. 25.1 and now the Generative Fill dialog box is grayed out -- both in the contextual task bar and in the edit menu.  I have reset the preferences, and have uninstalled and reinstalled the app.  But it is always grayed out.  It worked in the Beta version for me.

Nothing to overlook during installation process from what I know. It works fine for me 25.1.0 on Windows. From what I can find on forums it should be fixed in 24.6 version P: Generative Fill Button greyed out (age) - Page 12 - Adobe Community - 13810403

That's what I've read, too -- that it was fixed in 24.6.  But it's definitely not working for me in 25.1.0.  I feel like I must have a mental block about this.  But once I make a selection, the dialog box should be available, right?

I am having the same issue right now. I also have 25.1.0 but on a Mac and AI generative fill is grayed out for me as well.

Have you made a selection prior to looking at the Edit menu?

Is your document 8 bit or 16 bits /channel (generative fill will be greyed out in 32 bit)?

Is your document RGB or CMYK (generative fill will be greyed out in Indexed Color)?

@davescmYes to all of that - made selection, 8-bit (also tried 16-bit), and RGB. 
But I think I may have found the problem -- but not the solution.  I just noticed that Adobe Photoshop Lightroom v 7.0 on my desktop says there is no internet connection.  I do have a solid internet connection, and I don't believe the firewall is the issue.  But LR will not access any cloud files.  Then I went to Photoshop and noticed that some of the neural filters presets are not loading, but are showing the cloud symbol.  But I don't know what to do about it.  Should I repost this as a new issue?

It sounds like a possible common cause.

If you click on one of the neural filter cloud symbols does it then download? If not I would be checking the firewall to ensure the Adobe processes are allowed access.

I have the same basic problem but in both photoshop 2024 release version and beta, so if I'm right, should be a common problem.  This all worked fine yesterday. I have the latest beta version.

@Jim30219980i0fy most common case for the features unavailable is loss of internet connection or firewall updates preventing Firefly from connecting. Also if you are on wifi - make sure you connect at 5 ghz and not dual band or 2.4 ghz - that wont work either.
