Steps to reproduce:
Expected result: Text layers to align vertical centers where they are located approximately 3" from top of canvas
Actual result: Text layers arer aligned and then moved to the vertical center of the canvas. If Align To: Canvas is selected, the same result occurs.

I believe this will be difficult for most visitors to understand what the actual problem is. Can you explain in more detail?
If there is no active selection, the command (Align to Selection) aligns to the selected layers, and that functions correctly on my end. I am testing on my end, and everything appears to be working as expected.

Step 1 states several text layers are selected. I also added 4 screenshots. So, here it is in detail.
I have multiple text layers. I selected 5 that are side by side but not overlapping. While all 5 layers are selected, I click align vertical centers, the "align to:" is set to selection. It works correctly the first time I try it when I open the file. After that, it no longer works the way it is supposed to but rather aligns to the center of the page. I have to save my file and reopen it for it to start working correctly again. This is very tedious. I am a 30+ yrs photoshop user, so I am not a novice. This is a bug.

I was able to reproduce the issue. On my second, third, and subsequent attempts to align, it does not align to the canvas but anyway fails to center properly; the alignment is off.
