i was editing some photos on adobe photoshop cc. when i was done, i saved it and closed out of the program. then i got a notification saying that adobe had to restart because an error had occurred, so when i went back on the program all of my photos got deleted. why did this happen and how do i get them back?

The recent files list is just a reference to those image documents you have recently used and a shortcut to opening them. If there is nothing in the list it does not mean the images themselves are gone.

Just use File - Open and navigate to wherever you have stored your images. The recent files list will start to build again.

Are they gone from the folder where you have been saving them?

What are you looking at that makes you think the files have been deleted?

Do you happen to be looking at the Files/Recent Files menu item?

Or  are you looking for the files in finder or explorer?

I'm looking at the recent files menu item, and all of my photos are always there

And always make duplicate copies of your original images (and the edited ones) on an external drive/cloud in case your computer becomes corrupted, is damaged, or is stolen.
