alter pixel dimensions of image and canvas

I have a series of images that need to have a uniform apsect ratio.  I need to slightly stretch or scrunch the width of some of the images so that they are exactly a 4:5 aspect raito.   When I flatten the image and select Ctrl T, then drag the side of the image to alter its width, it only does it for the image, not the canvas also.  How do I make the change to both the image and the canvas together?  Thanks.

I don't think you can do that using transform, but you can do it using image size and unchecking the link icon.

To change an Image Aspect Ratio you need to Crop the Image to the Aspect Ratio you want and loose some Imaged Content. Or Add Canvas this will add a border(s) on one or side. Or distort the image into toe the Aspect Ratio you want with something like menu Edit>content Aware Scale or Free Transform  and you adjust the canvas for the distorted image's changed scale.

Chuck and JJMack have offered alternative methods to the one that you have tried. Crop existing content, distort/stretch existing content or create new content to fill empty pixels.

 

I believe that where your method is failing is that in your description the canvas needs to be resized to match the altered, now larger sized layer.  Image > Reveal All should do that.

 

Keep in mind that actions may record values in unexpected or unwanted units and or may be based on the image used for recording, which may not always be suitable for different images.
