Many of the alternate glyphs are ligatures for ITC Avant Garde Gothic Pro aren't working in photoshop. They appear in the glyphs panel, but when I click them the normal version appears. What's strange is as soon as I change the text to vertical mode, they start working. I've test in many different versions, 24.0, 24.2, and now I'm finally on 23.5. All of them have the same problem.

Please post more meaningful screenshots, the »CA«-ligature seems to appear fine in your vertical Type Layer.

I don’t have that exact font but I see no problems when working on a Type Layer with Type > Orientation > Vertical.
