Hi,

Is there any update to this old info? It seems Animate or Greensock but I'd love to be able to use PS:

_______

For complex web animations, look at Animate CC (formerly Flash Pro), but be very careful about file size as these can be awfully heavy.  Do not  export to Flash (SWF) because Flash is a dead web technology.

Nothing's changed here. Animate will be the application of choice.

You could use Ps but you'll end up with an animated GIF. Animate will export HTML5 animation/banner and will be more efficient.
