Hi guys! I'm doing this animation in Photoshop and it was going well but as I was working with my keyframes, I noticed that the animation started playing extremely slow. I set the delay time to 0.2 sec, 30 fps and just don't understand what's happening. I also don't understand why the keyframes appear as this type of a bar. Can anyone help? Here is a screen recording

There are some anomalies in your description.
You say you set the delay time to 0.2 secs (which would equate to 5 fps) but delay time is set in a frame animation timeline. Your screenshot video however shows you are using a video timeline so delay time is not relevant. For the video timeline that you just set the overall frame rate.
The preview playback in Photoshop is not real time, although if you let it play through a couple of times until the green bar at the top of the timeline is solid, then preview playback speed will improve. You can also speed up the preview playback by clicking on the cogwheel, at the top left of the timeline panel, and adjusting the preview playback resolution (lower resolution = faster preview playback).
None of that will affect the final render.

Thanks Dave! I thought the delay time affects the video timeline as well as I tend to switch between both.

Do you know why the keyframes appear as this long bar? When I want to re-adjust their position it doesn't let me

That one I can't answer as I've never seen it happen. Does changing the drawing mode In Preferences > Performance > Graphice Processor settings >Advanced Settings make a difference (you will need to close and restart Photoshop after changing them to see a difference)

If the GPU setting does not make a difference, I would try resetting preferences.

Are you talking about how it looks when played in the timeline, or how it plays when rendered out to something like an MP4 file? If it is the playback in timeline, then that is most likely to be caused by hardware issues like GPU, CPU and how fast your drives are.

Ah that explains it. Those "keyframes" (one per frame) are created by the conversion. They do not interpolate,so if you click on a few and delete them the animation will jump. You can however delete a section of them and then insert normal keyframes between them - just make sure there is a normal keyframe at the start of the gap and at the end (as shown below)
