Googling turns up plenty of free paint stroke brushes Just go to the "Images" view and find ones you like. It looks like this person used stroke brushes and cut out an oblong shape to put the text together. The "h" looks like it might be a cutout. .
They might have applied layer styles to look like blood:
You can also google for paint drip brushes:
You could also write the text freehand with any number of brush types, then add layer styles. Here's one that approximates hair strokes:
