I cannot find the Adobe CR3 app to associate the Win10 file so it will OPEN.

You're trying to download a codec to display raw files in Windows Photos and Windows Explorer. While that can have its uses, it has nothing to do with Adobe or Photoshop and it won't help you there.
It's important to understand that such a codec will not open raw files. It just lets you see the embedded jpeg preview built into the file by the camera. That's not the raw data.
To process a raw file in Adobe Camera Raw, you need to be on an ACR version that supports files from that particular camera model. .cr3 is the general file format container for Canon raw files, but each camera model produces unique files within that general file format. So you need specific camera support in ACR.
ACR support is added in new ACR versions as the new cameras are released - with a little time span to allow the Adobe engineers to deconstruct the files, build profiles and so on. Most often, a new camera is supported in the next ACR release.
If you tell us what camera model and what Photoshop version you're using, we can be more specific. In the meantime, that codec you're trying to download won't do anything for you.

That is NOT the issue.
The issue is that the icon next to the raw file is for Windows Photo NOT Adobe CC. There is NO option to open with ACR because there is NO Bridge App in Windows 10

Works fine BUT the problem is that when the files are displayed in W10, the icon to open them shows Windows Photo and when I search for an Adobe Bridge App there is none.
When I try to select Bridge to open Windows will not.

My camera is listed! And he Adobe Downloader has NO issues dowbloading the files.
It is within Windows10!
The files show the Windows Photo icon to open the image.
I want Adobe Bridge to open the file.

Sounds like your file associations are broken. This can happen if you uninstall older versions after a new version is installed. The outgoing version may take file associations with it, leaving them orphaned.
Try to reassign associations, either in Bridge, or in Windows Settings:
If that still doesn't stick, uninstall/reinstall Photoshop.

You want the file association for .cr3 to be Photoshop 2022. That redirects to the Photoshop plugin Adobe Camera Raw. You don't want any other app there, and certainly not Bridge. It's not Bridge opening them, it can't, it's ACR hosted by Bridge. Whether ACR is hosted by PS or Bridge is controlled elsewhere.
The main thing is that raw files are pointed to ACR, and you do that by setting assocation to Photoshop. This should normally happen automatically when you install Photoshop, but if it doesn't, do it in Bridge or Windows Settings as per above.

Bridge can't open your raws. ACR hosted by Bridge and/or Photoshop can “open” (render) your raws. If Photoshop hosting ACR can but Bridge cannot (and I've heard such reports), ask in the Bridge forum.

I have been a Adobe Ps user for 25+ years.
I am not a Community Expert as you nor am I an IT specialist. There is NO disclaimer in the Adove purchase agreement stating that you must be a expert to use Ps. I purchased a product that is supposed to work! It did NOT because of Adobe's "Update" notification and install.
If that update FAILS in any way....it was NOT to anything I did.
If I have to ask my question in some other forum not related to my EXACT unknow problem then Adobe needs to provide a flow chart to direct users where to go.
The problem was finally fixed not due to anything I or my computer had installed or conflicted with the Adobe "upgrade", but due to something with past uploads required to move forward with the use of PsCC, then Adobe needs to address whatever tool uninstalls and re-installs the latesest upgrade.
Maybe they will. I don't know what Tier 3 support actually did because they move so fast I cannot log or take screenshots of their workflow that fixed the problem.
I am not the only user that had this problem. The photo forums are loaded with problems associated with the latest "Upgade" notifications.
I buy a product I expect it to work. If I did somethning to make the platform "break", then my problem. But when Adobe notifies you that you have an upgrade and you do that and it fails to do that upgrade then that is Adobe's responsibility to fix it!
