Hi All,
The issue was solved after two days frustration with system updated, offload and download 2020 PS again and again.... The top application panel missing was due to drivers conflict.
I had two drivers, as one was disabled, it works ok now.

I also had the same problem, and thankyou for the solution I also had two showing up under display adapters. I have an AMD Radeon Graphics card, and there was an AMD Radeon R7M360 and AMD Radeon (TM) R5 graphics. I disabled one of them and photoshop is now working correctly. I am using a Laptop but I also have another monitor connected to the laptop and with either of the two display adapters being disabled the 2nd monitor can no longer be detected. Solved one problem and created another. Looks like I'll be going back to CC2019 where I didn't have these issues. The new updates of Bridge and Lightroom have the menu bar but not photoshop!

Hi Wendy,
My panel came back again normally without switch off one graphic card a week ago after update provided by adobe photoshop. However, the panel missing again days later,I have no idea why.
I had an impression that everytime when new update available, it would fix problem automatically. But sometimes it will come back again after window update.
Now I continue to use 2019, and wait for next update again in order to fix it. Seems like no choice ...

unfortunately, my application menu has never recovered from the newest update due to duo drivers. ..can anyone see this thread and help me please. This is 2020 Jan

I tried to update my drivers through device manager but it kept telling me that I had the latest drivers for my graphics card but then I went onto the website of my graphic driver and downloaded and updated through there and since then photoshop is working perfectly even with duo drivers so maybe give that a try.

Try turning off one of the drivers.
