Why would this be a difficult thing to do?

Shouldn't it be as easy as drag and drop?

Why isn't it?

Does anyone know how this is achieved?

That wasn't available in earlier versions. The new version also supports making your own groups in your Libraries.

I'm able to reorder swatches in my Libraries by dragging and dropping in Photoshop version 20.0.0 on Windows 10. Which version are you using?

Perfect, leave it to Adobe to consider adding what should have been available in their program ages ago, as an upgrade... naturally this means I get to deal with opening the can of worms that usually accompanies the experience of updating their products, namely:

Oh no! You'll need to upgrade your OS to Windows 10 1709 or later for the October 2018 (20.0) release -  Photoshop system requirements

In the meantime, here's a workaround. In the Libraries flyout menu in the upper right, you can set it to Sort by Name. Add a number to the beginning of the name of each asset in the order you want them to appear.

Is there a drag and drop reorder feature for libraries yet? My swatches are all trapped in a weird order and I can't reorder them without renaming.
