Many years ago I saw Dave Cross on PhotoShop User TV do a batch automate where images and text is replaced in a template - the example he used was conference ID badges - each badge has a different photo and a different name - I think he put the images in a folder and the names in a txt file. After running the script/ batch, he had a separate JPG file for each image in his folder. Any help appreciated

There are other way to create templates where younot use variables. Templates are easy to create an populate. However I do not think text is easy the deal with. There need to be a limit on the number of characters. For Names I would use the Image Files name and not require a CSV file.
