Batch resize without resample

Scanning slides gives a size of 1.297" x 0.86". I want to increase size and reduce resolution which I do in Photoshop with resampling off. (Eg: Scan slide at 2400. Resize to 300dpi and dimensions of approx 10" x 7") Is it possible to do this as a batch and process multiple images?

You can do it simply with an action and then use the photoshop batch tool.

Another option:

 

If you are happy using the CLI then this is really fast via ExifTool as it only processes the metadata and does not have to process and display the image data.
