You can make logos in Adobe Photoshop, but Adobe Illustrator is more widely used. Illustrator is vector so changes to content and sizes are better than in Photoshop.
If you need to edit photos, use Photoshop.

It depends on the Applications you have and the logo you want to make which one will be best. If the Logo Has Vector Art and Image you may want to use AI and Photoshop or do is totally in Photoshop, It does have some vector tools. AI vector tools I would think would be better than Photoshop vector tools. I do not install AI I do not want to learn how to user an other complex powerful Adobe application. Your skill set and knowledge will determine what is best for you. Seatch

We get this question in the Photoshop forum from time to time, and Jane is correct that Illustrator is the tool most professionals would use, but that only works for the person asking the question if they actually have Illustrator. The $10 Photography deal (or whatever it costs now) makes Photoshop sensational good value. There's no such deal for Illustrator, and I strongly suspect that most people who have Illustrator have the full Creative Cloud suite of applications and that's a whole lot more than $10/month.
So if it comes down to the bottom line, you can absolutely use Photoshop to create logos. It might take a tiny bit longer (depending on content) but you can create the same artwork with both applications.
If you want to do this stuff for a living though, I'd say that you'd need to learn Illustrator.
