Bitmap isn't flattened!

Hi everyone!

I have a bitmap, sent in by a client, that can still be moved. The layer is locked. It is definitly saved as a bitmap TIFF, but is can be moved on the canvas.

I have resaved. I also switched back to Grayscale, then added a layer and reflattened them. Then I resaved as a bitmap TIFF. Still moves. Then I copy and pasted to a new document. Still moves.

Any ideas?

Are you sure its a bitmap image not a BMP. If you use Menu Image>Mode which mode is checked?  As fare as I know a bitmap is a background layer that has only black and white pixels. Layers are not supported. Have a file extension like .pbm

In CC2018 if the mode is bitmap you can move the layer, even though it is a background locked layer. Go to grayscale mode and the layer will not move.

As yourself, I do not remember bitmap mode layers to move, so that may have changed.

Is this causing an issue for you, or just unexpected?

Indeed it is strange how .pbm document background layer  works.  It is locked. It does not support transparency yet you seem to be able to move the layers content off and back on to the white canvas.  Layer are not supported in a bitmap mode document.  And the bitmap background  layers  is not like other mode documents Photoshop background layer their contents can not be moved off and back on to the canvas.  Their content can not be moved,

No, it's not causing an issue, just so strange. I'm working in CC2015. And it's just this one. It came in with other TIFFs and no issue with those. I guess it's just going to be one of those bizarre occurrences. My manager has no clue either. I had previously tried all of you suggestions - thanks, by the way - and it still moves. I'm going to try to block it from my mind and move on.
