Blank window popup won't let me edit in Photoshop

Can anyone tell me why I always get this blank window (sometimes black sometimes gray) that just pops up in the middle of my editing and it won't let me access anything in photoshop other than the menu bar? Thank you T-T

Try to reset preferences Preferences in Photoshop (adobe.com) then copy/paste here Help > System Info if prefs reseting does not help.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
