For some reason, when I use the blender brush and press alt, the eyedropper tool no longer shows up. Instead it's a crosshair that behaves as though it's the clone-stamp tool, and uses it's stamp as the paint for my brush. It's the weirdest thing and it's stopping me from using the brush!
What is this? Why is it happening? I am so confused right now. I can't set the eyedropper tool as alt under keyboard shortcuts either, just letters like "I".

I don't want to reset the preferences, I've meticulously optimized them all quite recently, and it took me about an hour or two to go through everything and test the different processing speeds.
I've noticed it has this clone-stamp tool when I select the blender brush outright, which is what it does in CS6. However, when I select it through a painting brush that just happens to use the blender brush tool, alt works as expected with the eyedropper.
This is a very strange thing.
