Blur tool in Photoshop for iPad?

Hello.

 I'm using photoshop for iPad (latest version) however I cannot find the blur tool in order to blur specific portions of my photo like I can on my pc version (I see other tools like healing brush, dodge, etc).  I do NOT want to blur the entire photo.  Can someone please tell me where this tool is hiding? The "user guide" is absolutely no help at all 😭

Photoshop for desktop has both a Blur tool and a Smudge tool.

 

While Photoshop for iPad has a Smudge tool as explained my M Glush, it does not have a Blur tool.

 

The only Blur Filter in PS for iPad is Gaussian (right-side panel in Filters and Adjustments). To limit the area, make a selection first.
