Blurry UI Mac OS Monterey, Newest Photoshop Release

I bought a new intel mac mini 2018 the text for the user interface in photoshop menus is so blurry it's hard to read/look at, when you open a menu everything will be sharp until you click into a next box to change a perameter or the left side of a menu is sharp and the right side is blurry. I thought it was an issue with the mac mini (per some scaling issues I read about) ... I returned the computer for a new one and photoshop still looks the same on the second machine, I have also tried 5 different monitors! I am using a 27" QHD monitor, everything is crystal clear in all other programs and the mac interface, except Photoshop. Photoshop is crystal clear on my Mac Book Air 2018 running Big Sur. This is driving me nuts. I have to work in this program everyday and the menus are almost illegible. Not sure if the issue is with Adobe or Mac. Apple support had no answers, they told me something was wrong with the computer and return it, but the second machine is the same. I have done everything in my power to trouble shoot everything possible.

I'm having the same issue on my Mac Studio in MacOS Monterey 12.4 running Photoshop 23.4.1.

Highlighted text within dialog boxes is super blurry!

Same issue here on a 2022 Mac Studio running macOS Ventura 13.2.1 after updating to photoshop 2023 (ps ver 24.3)

The display is 1920 x 1200.

 

Reset the photoshop 24.3 preferences multiple times, Messed around with every interface related setting in photoshop and the operating system itself. I was beginning to think it was just this one Mac, but after updating a couple of other Macs running macOS Monterey 12.6.3 to photoshop 24.3 they all have the blurriness in some dialogs and they all have different displays, processors and graphics cards.
