Hi everyone,
I've been reading around and the brightness flickering in Photoshop seems to be a common problem, but I was wondering if anything has changed with the latest versions of Photoshop or not.
I have a Dell XPS 15 7590, with 16gb of RAM and NVIDIA GeForce GTX 1650 graphics card. If I tell Photoshop not to use the graphics card the problem disappears but then what was the point of buying this machine? Are there any other solutions that let you continue using the graphics card?
All my drivers are up to date and I am running Photoshop 21.2.2, the latest update

Thanks, but the issue doesn't affect all the screen, it remains contained to Photoshop. I seem to be experiencing the problems people report when you have two graphics card in your machine, since there is also an Intel UHD Gaphic 630.
I'm pretty sure it has something to do with the graphics card, but I haven't seen any valid solution to date. All my display drivers are up to date

@Deleted User I have the same problem on a new Dell XPS 17 9700 with a GeForce RTX 2060 and contacted Dell costumer support. They told me the problem was not related to them but related to Adobe since the same problem seems to also appear on some other brands of computer. I also tried every troubleshooting steps up to 7 (I don't think turning off my Intel graphics card as mentioned in step 8 is a safe way to work around this problem) and many other suggestions seen on the internet, and haven't manage to solve this yet. Let me know if you ever find a solution that works for you.

I have been having the same issue. Using iMac (Retina 4K, 21.5-inch, 2017) with a Wacom Cintiq 27 QHD. Sometimes when drawing in photoshop the values in the image will shift. So when the pen is not down it will be darker and then when I begin drawing the values will flick lighter. It doesnt happen all of the time that I can tell. My GPU seems to be working fine accorindg to the Activity monitor but I'm not sure how to more extensively test this.

I've had the same issues (using MPB (Retina, 26-inch, 2020, Catalina OSX) with a Wacom Cintiq 22HD. Every pen input seems to alternate between two different brightnesses / contrasts. I can't solve it with a re-install of drivers for the cintiq, and I can't seem to isolate the issue outside of Photoshop. This is truly infuriating and makes working really difficult. Makes me want to ditch Photoshop for a software that will work correctly, and not give observers a seizure as I paint.
