Brush color won't change

My brush color won't change from black.  

I double checked, it is not in grayscale.  I created a new layer.  It only stays in black.  Pulling my hair out over here!

Could you please post a screenshot with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible?
