So I'm drawing with the brush tool in Photoshop and the curser is a circle outline. When I draw with the mouse, this circle line matches the painted area the way I want it too.
However, when I draw with my surface pen, the painted area is much smaller than the circle line.
I don't want this. It's inconvient because I don't know exactly where the paint will end up which is annoying when drawing fine details. How can I change the brush curser so that it matches the painted area or there's some indication of it?
You most likely have "Pen Pressure" set for size jitter so that when you press the pen harder, the bruch size gets bigger. Turn this off.

Hello,
And if you push stronger, it matches the size? Then I would try Chuck's suggestion.
But then, you lose the benefits of using a pen.
The issue is that Photoshop does not know the pressure you are going to apply...

The painted area does increase if I press down, but I'd rather not press down on my screen that hard. I fear I might break it. I don't know if there's a way to increase sensitivity so I don't have to press down so hard.

(A few years late, but the thread still gets read) You can change the sensitivity of the pen in the tablet driver. Some use also a third party program such a Lazy Nezumi to tweak tablet settings.

In photoshop's preferences (ctrl/CMD+K) / cursors, do you use the normal or full size cursor?
