Brush organization resets every time Photoshop restarts

Every time I go into the brushes tab and rename brushes or move them into different folders, they move back to their original folder with the name reset to default. This has been an issue for a few months now and it's been very frustrating because it makes it impossible to find the brushes I need, especially exacerbated by the fact that almost every brush starts with 'Kyle's...'

Hi @Maximus29871221qtsp what happens if you go to the Photoshop.exe file and shift+right-click and "Run as Administrator"? Do your changes hold? If so it may mean that you have permissions issues with your user account on your Windows machine and the system folders where those preferences are stored.
