PRESS

here is another answer from a previous request:

It looks like that is one of the hardwired shortcuts, but you should repeat your request on the Photoshop Feedback site which Adobe engineers follow.  You'll probably get a response from someone like Jeff Tranberry who will tell maybe one day, or it will never happen so you can think about an alternative.

Just for S&G's I completely wiped my system and installed just my OS high Sierra and PS 2019 CC, nothing else, no plug-ins no extra settings..nota, and still the control-option mouse just move the window with the image around. It is definitely broken for Mac users
