I'm having the problem that my brush tool is acting like the move tool when the image is zoomed in. When it is zoomed out, nothing happens. The tool doesn't actually change, it's more like I'm using the Navigator panel. When I use the mouse, instead of my tablet pen, the brush tool does work.

I thought my question had been answered in this discussion; however, the problem persists after I have reinstalled the driver. I tried two different drivers for the Wacom Intuos 4 (Driver 6.3.30-6 and 6.3.29-6) and neither of these drivers have fixed the problem.
Photoshop is telling me to update my version, but every time I do the message just keeps popping up. I don't know if this could have anything to do with the problem.
Using: Lenovo laptop, Windows 10, 64 bit, Wacom Intuos 4, Photoshop Elements 13

I was seeing posts to disable Windows Ink, but I couldn't actually figure out how.
If anyone else has this problem:
I had to go to my tablet settings, grip pen, mapping, and then uncheck Windows Ink.
Problem Solved.

Have you tried asking for help in the Elements forum Photoshop Elements Photoshop Elements is a different application than Photoshop this is more a Photoshop user forum. A search there found this Brush Tool Becomes the Grab Tool

Thank you, I'll definitely try what is in that forum tomorrow.
And the forums are a little confusing for me to navigate so I wasn't actually aware that there were two separate forums for photoshop and elements.

It is happened with me, but when I deselected the Smoothing option, the problem solved.
If this doesn't help, You may need to update or check your tablet driver.

Because I have PSE and not PSCC, I don't actually have the brush panel and I have tried updating my drivers. But thank you.

I tried doing as the other post suggested and I don't have a settings folder anywhere on my computer to drop this file into. I tried dropping it into a payloads folder, seeing as that was the only one that had .txt based files, but there was no difference.
I am still having the same issues.
