Brush Tool Doesn't Go to the Edge of the Curser

I think it's a bug, but perhaps there is a preset that is set wrong. I've been using Photoshop for years. This is a first. I'm not sure how to explain it. The brush too doesn't make a mark all the way to the edge of the curser. I did a tool reset. It didn't help. I'm working from Macbook Pro, Ventura. I took screenshots of my preferences, brush settings and took two photos, one while editing a layer mask, the other just a sample of tool set at 100% hardness.

Most likely yo need to go to Apple>System Settings>Accessibility>Display>Pointer and

set the Pointer size to Normal
