Brush tool not working after noticed layer in title of file and deleting layer

I was trying to move a selection and kept just getting a squirrely line when I noticed the file name had layer in it. I clicked on layer at the top and deleted it but apparently there were 2 layers so I had to do it again. Now my file name is OK and moving a selection works. However I wanted to use the brush tool which is white to brush over parts of the file, but it doesn't work.

It works fine on other files.

Actually I saved the file and when reopened it, the problem went away.

Can you please add a full screen screenshot including the options bar and layers panel when you are trying to use the brush.
