Burn Dodge not working Opposite

All,

I'm runn Mac Big Sir, Mac Mini M1 chip with PS 23.0.0

I'm getting this very weird thing happening. While in the burn/dodge tool, I having it do the opposite of what it is sellected. I select the burn tool, when I use is, it dodges instead. The history states that is it burnning, but the image gets lighter. This also happens the opposite way, burn when I'm trying to dodge. It does this randomly as best I can tell. It does go back to working normally if I choose a different tool and then click back on the B/D tool. 

Has anyone come accross this before?
