Hey @Will Faulkner, I'll help you figure this out. What version of Photoshop & the Camera raw are you working on?
This was an issue when Photoshop 24.1 was out back in January. Check Creative Cloud for any available updates for Photoshop & Camera raw.
If the issue still exists, try this:
For Camera Raw,
For Photoshop, go to the location of the preference folder below and rename it to backup. https://helpx.adobe.com/photoshop/using/preferences.html
These changes will give a fresh start to Photoshop as a fresh install. Let me know how it goes.
Thanks!

Hi, Sameer! I have the same problem but on a Mac. And i've been having this problem for years now, going through multiple PS versions and even several clean installs. This morning, i upgraded from PS 24.0.0 to 24.3.0 and it's still happening! This is driving me mad!
It only happens when i try using the Camera Raw filter on a smart object. All other filters work fine with smart objects.
As many others have reported in other threads, the progress bar gets stuck loading, and clicking the Cancel button or anywhere outside of the dialog box makes a system beep sound, as if there's some other dialog box open somewhere, which there isn't.
Maybe it's worth mentioning that PS doesn't technically freeze, Mac Activity Monitor doesn't show it as unresponsive, but since that progress bar doesn't move and all PS windows, although movable, are unclickable, i have to force quit PS every time.
I've already tried all suggestions found in older threads, if any of them worked for older versions of PS they sure don't work any longer (e.g. unchecking Use Graphics Processor, unchecking Export clipboard).
Those instructions you gave above for Windows OS are a fix or are they for making a backup of the app in order to then do a clean install of PS? I would be very reluctant to do another clean install as i have already done several over the years yet the bug is always there..
My PS version is 24.3.0, Camera Raw v15.2, and i'm on an iMac Retina 21.5", 2017,
Processor: 3.6 GHz Quad-Core Intel Core i7
Memory: 16 GB 2400 MHz DDR4
Graphics: Radeon Pro 560 4 GB

Did you ever manage to find a solution to this? It's happening every time to me now, I'm tearing my hair out!

@Fugue11 I would use this link to install the last version prior to the current.

Switching back to an older version could indeed work for those experiencing this problem for the first time right after an update, but for me (and many others in other threads) it's been a constant issue for years now. I always install the latest update hoping the problem gets fixed with THIS update but it never is.

Nope, still haven't found a solution to it. I'm on the latest version of Ps and Camera Raw now, same thing.
