Unless the red scribble has been done on a separate layer it's, as Jane states, the red pixels have replaced the photograph's pixels and nothing can be done to recover the photograph from this screen shot.

It's easy to delete the red, but that won't reveal anything underneath, as the pixels that were underneath have been replaced with the red ones.

You are lucky because, as Derek suggested, we almost never get anywhere with digitally redacted  text.
