I'm running an english Photoshop CS4 on an english Windows 7 machine but with a german keyboard, so I can't use the standard shortcut Ctrl+[ or ].
The entry isnt there in Edit>Keyboard Shortcuts and I'm going crazy trying to find a solution.
I already tried changing the input language and the UI language.
Any Ideas?

Not all the keyboard shortcuts from Photoshop can be customized and that is one of them. The workaround would be to make an action that does what you want and then assign a keyboard shortcut to that.

Well that kinda sucks.
I understand that there have to be some core shortcuts, but letting me add an alternative one wouldnt be too bad...
Tried the workaround, but actions can only have shortcuts with F1, F2...
Thanks anyways.
Maybe there is a still a way? By changing something in regedit? Cause it does have a different shortcut in other versions (in the german version for example).

kulukimaki - the shortcut for next and previous layer is not Cnrl [ and ]. Its ALT [ and ALT ].
The two Action steps you would need are …
If the German keyboard is lacking the left and right square bracket keys - these can be made up with an English keyboard and sent to you as an ATN file if you wanted.

Hey Mark,
I would appreciate it if you could do that for me. These 2 commands are just not accessible via German keyboard. So, if you could kindly create those 2 Action scripts for me, it would be great.

Check the shortcuts section of the German help files and you'll find the corresponding ones:

Thanks for your reply. Actually I've been down that road already. I have read so much about this problem in several posts and forums. None of the suggestions work for me. Some other people with this problem were able to solve it with those suggestions, but not all of them - like myself. I have no idea why these suggestions are not working for me. I have been trying to solve this for 2 days now and my head is ready to explode.
I'll give you an example. When I look at the list in the German help files you have linked to in your post, I see the entry:
Nächste Ebene darunter/darüber auswählen -> Alt + , (Komma) oder . (Punkt)
...which would translate to Select Previous/Next Layer. As you already know, the " , " (comma) and the " . " (period) characters are used for selecting the Top (or first) Layer and the Bottom (or last ) Layer. When I use these keys, that is just what happens - those Layers (First and Last) are selected and not the Previous or Next Layer.
I have the U.S. version of CS4 installed on a German Windows XP OS and am using a German keyboard. Whenever (in the past) I encounter the general problem of using U.S. versions of software with a German keyboard where I can't access a function, I was always able to remedy this by simply switching (Shift-Alt) to a U.S. keyboard layout or remapping via Shortcut-Editor in those programs. None of those "work-arounds" are helping with this program.
Since my post, I have recieved a PM from Mark, who has kindly offered to send me 2 Action scripts for the "missing" functions. Thanks again to him for that.

Try changing your keyboard layout to U.S. and make the action ('[' and ']' -keys are the top left ones next to Enter) and change back. It worked for me. I use a Finnish keyboard on a Mac and CS3, but should me as easy with PC..

With action you meant .jsx in extendscript toolkit, right?
How would i do that for my case?

No, i mean make an action using Window->Actions and once you've recorded it, double click on it in the Actions panel and select a shortcut

I know it passed 15 years already. But this is still an issue right? If I want to use this shortcut on Czech keyboard, I can't use it and I can't change it either.
