Can't Make New Project/document in Photoshop on Windows

Photoshop will open but will not display the project window upon activation. I click File and then select New Project, but the program does not respond. I can open old projects but cannot save them.

I have uninstalled and reinstalled Photoshop multiple times with no improvement.Similarly, I have attempted different compatibility modes and troubleshooter solutions with no progress.

Any advice?
