Can't save on my computer

I literally can't even save a file on my computer.
It opens the save dialog in creative cloud and the "on my computer" button won't work. The cancel button won't work.
It says "something went wrong" when opening creative cloud save files with a "learn more" link that takes you to " make sure you're up to date" which the app is.
I have to force quit the app and I'm sure the useless Adobe Help team will want to remote into my computer as they do every time to make me uninstall and reinstall. How many damn times do I have to do this every month?
This creative cloud bugs are so annoying, it should NOT automatically open save in creative cloud if its so freaking buggy. Adobe please get your crap together. This is one of a HUNDRED issues I've run into in creative cloud.

Try one thing that is "gentler" than uninstall/reinstall. Once you get a warning and dismiss it, it does not reappear, but this can be reversed.
The first time you save a file, you will be asked if you want to save (by default) to your computer or to the cloud. When you re-display warnings, this dialog (as well as others) then will reappear and let you select "On my computer". The only downside is that all the other dialogs you have dismissed will return, but that also happens with uninstall/reinstall and resetting preferences.

Sometimes you will see messages containing warnings or prompts. You can suppress the display of these messages by selecting the Don’t Show Again option in the message. You can also globally redisplay all messages that have been suppressed.

Do one of the following:
Windows: Choose Edit > Preferences > General
macOS: Choose Photoshop > Settings > General

Click Reset All Warning Dialogs, and click OK.
