Can this little guy be rotating?

Is it possible to make the bubble rotate? In time I want to make it look like the little guy is waving his arms.

I am going over my tutorial on How to Make an Editable TEXT Portrait from a Photo one more time using a different portrait and then I will be trying out the tutorial in the link you provided. Thanks so much for all your help!  Lucie
