Cannot launch Photoshop (adobe_lichelper write permissions error)

Hello Adobe forum,

I am trying to open Photoshop CC 2018 on macOS 10.13.4. I can confirm that I'm signed in in the Creative Cloud menu, that my subscription is up to date, but when I open Photoshop the icon appears and then disappears in my dock without another peep.

When I try opening the app from the terminal, I do see some error messages, but it's unclear to me what I should do next.

if ps installed without problem, reset your preferences -  https://forums.adobe.com/thread/375776

if that fails you need to set read/write permissions macOS Sierra: Set permissions for items on your Mac

This is the first time I'm launching Photoshop on this machine, so I'm not finding any preference files.

My Library/Preferences/Adobe folder has read/write access. Are there other places I should check permissions for? Where is adobe_lichelper likely to be operating?

Yes, I do see a hidden file inside ~/Library/Preferences/Adobe. The filename starts with dot followed by 13 alphanumerics. The contents of the file are a 41 character alphanumeric. I can delete the Adobe folder, try opening Photoshop, and the Adobe folder gets recreated with the same file (the contents of the file vary each time I try).

One other detail that might be worth mentioning is that I have Photoshop running just fine on another computer, also running macOS 10.13.4. Same with Lightroom. Works on the other machine, fails silently on this machine.

Hmm, I'm only seeing "Community Forums" when I select 1. Photoshop 2. Downloading & Installing 3. Show me my contact options. I'm assuming we're not somehow outside of PST business hours (currently 12:24pm PST on a Wednesday).

The instructions given in great detail in the link below fixed this issue for me when using Lightroom CC on Mac 10.13.5 (not Photoshop). But the issue in my case was OS permissions related so could very well fix work for Photoshop:

The above worked.

Before that I'd tried uninstall/reinstall, manually changing permissions on certain Adobe folders in ~/Library. There was even an update to Lightroom CC but the issue persisted.
