So I just got a new Canon Pixma TS9500 printer and hooked it up the other day. It works font when printing from every program other than Photoshop, including other Adobe programs. This makes me feel that it is a Photoshop -related problem rather than something wrong with the printer. The printer is new, needs no specific drivers, and my iMac is new as well. There should be no compatibility issues, and all performance requirements are more than met.
Has anyone had this sort of problem and found a way to resolve it? I've never experienced this before with any other printer.

Have you tried resetting preferences? Although user preferences do not contain print settings, resetting also restores Photoshop's internal preferences which are saved when Photoshop closes. If they become corrupt then various issues can occur. [Thx DavesCM for this]
I suggest you try reset Photoshop’s preferences & see if it helps?

If the printer is not printing properly first check if the ink cartridges are not empty. Print a calibration page and check the ink levels. ... If you are not using the original product, then the Canon printer will not print. It is a brand new printer with brand new ink that could print from other programs. Therefor it was not an issue with the ink or paper.

I suggest you try reset Photoshop’s preferences & see if it helps?

You may want to backup your settings beforehand:

It may even be time to reinstall photoshop. Use the Adobe CC cleaner tool to remove all traces first.
Uninstall photoshop BUT make sure to choose the option “Yes, remove app preference”.
Once that process finishes, start the installation process and look into the “Advanced Options”. Uncheck “Import previous settings and preferences” and choose to “Remove old versions”.
