Canot open files with Photoshop CC 2017 from Finder

When I try to open a file (PSD, image, etc) in Finder, Photoshop will launch (or become the active window if it was already open), but the file is not opened in the app. In order to open anything in Photoshop I have to do it from within the app itself using File > Open...

This is pretty disruptive to my workflow.

Is anyone else experiencing this or aware of a solution? Thanks.
