I can't save as a PDF
It's not listed as an option under Save as, export, or save a copy
Please advise
I'm running photoshop 2022

Have you looked for "Photoshop PDF"?

Created when Preserve Photoshop Editing Capabilities is selected in the Save Adobe PDF dialog box. Photoshop PDF files can contain only a single image.
Photoshop PDF format supports all color modes (except Multichannel) and features that are supported in standard Photoshop format. Photoshop PDF also supports JPEG and ZIP compression, except for Bitmap-mode images, which use CCITT Group 4 compression.
Another reason is that your file exceeds 2 GB

I have. That option is not listed. The file size is smaller and there is only one layer.

What is the bit-depth? Color mode? Do you see anything in Layers, Channels, or Paths?
Large document format is an option for you, but .psd is not. What is the size in pixels?
We might need a screen shot that includes the tab name, status bar, and layers panels. Maybe we'll spot something.

If above answer does not help can you post screenshot of Ps window and explain what steps you are taking + screenshot of save dialogue.

Unfortunately the above answer does not help. Here is a screenshot of my "save a copy" options. The document is not that large and there is only one layer.

The reason any file format in the list is not there is because something in the file is not meeting its' requirements. Look at the status bar at the bottom and click on it to get your file info.
Screenshot it for us to have a look.
Try this command: File > Export > Export Layers to File and choose PDF in the list.
Also, while this does not directly solve the problem, can you make a copy and generate the PDF in Preview, or Acrobat? If you need to get this project out, it would be faster.

I am on Windows but... that is short list with available formats, perhaps you can scroll through list or you are limited on Mac for some reason?
