CC Library is damaged and can't be opened

Hi, I updated my my mac to os Ventura and ever since I have this constant CC library damaged pop up that cannot be removed, I understand that this is an issue with other service users but I'm getting fed up of trying to fix it, I have since updated my mac to ventura 13.6.1 which  apparently should have fixed it but it has not, I have tried the fixes in the links in other discussions but this also does not fix it, also I am having problems with photoshop since updating that to its latest

 

version, I seem to have no option to open in layers or smart objects from lightroom.
