Change the Color of a background layer

Hi,

I get a .PSD file from a designer, at Dropbox - Question2.psd - Simplify your life

In the PSD file, in the upper part, there is a section with a light blue background. The background layer is called 'bg' layer in the "Hero" folder.

I try to change the color of the background layer, by select 'bg' layer, then click "Edit" -> "Fill" in order to fill the layer with a specific color. However, I find "Fill" menu item is always disabled. Why?

Hi

Double click the shape layer icon and it will bring up the Fill dialog

or you can change it from here
