Command menu PS 2023

I would like to know if it's possible to have all the commands visible on the 2023 version?
If yes, how,

Have you loaded a custon workspace created by someone else?

In photoshop if you go to Edit>Menus and Set it to Photoshop Defaults does that fix the issue?

Indeed I had a menu registered in my name
