Photoshop is not a vector application and does not have the ability to vectorize an image.

 

You can use Image Trace in Adobe Illustrator. Results vary depending on the image itself and the settings chosen in the Image Trace panel.

Hello, It took me lots of searching-fu !

here is the link to my 2004 tutorial that proves that it is possible to automate vectorization in Photoshop.

You can save your vectorize file in PDF for file exchange with vector programs. If you print that pdf to a postscript enabled printer, it'll respect its resolution.

 

Now, there are other ways to vectorize in Photoshop : from the libraries panel, harness the power of Adobe capture's create from image.

Illustrator has also a revamped image tracing function.
