consolidate all to tabs not working

Hi everyone,

I'm using PS 25.7, the consolidate all to tabs command no longer works and I don't know how to restore it. When I open several files I always see the floating window above the tabs of the open files. Anyone else having the same problem?

I tried this on 25.7 and Mac OS Sonoma, 14.3.1 and could not reproduce the failure.

I also had this annoying problem, starting in April. Clicking the Reset Preferences on Quit button in the Prefences section seems to have fixed it, at least for now.
