Contextual Task Bar grayed out in window menu

In PS 24.5 the Contextural Task Bar is not visible. It is listed in the 'Window' menu, but is grayed out. I have not found any advise as to how to fix this.

    How can I update a version that doesn't show anything to refine? I even updated again Creative  Clouds...


    In the Adobe Creative Cloud Desktop application you tried Check for Updates?

     

    If in the All apps screen you click on the three little dots in the Photoshop listing then click Other versions, what does it show?
