When I copy from a plan and paste text into anopther why does photoshop change the font size from what I was coping from? Thanks

They both say 74.96; neither says 90. Can you select a few letters to see if that changes? Did you resize the text with the Control / Character / Properties panels or with Edit > Transform?

Seeing the decimals points instead of whole numbers (74.96) makes me think the type may have been scaled with Ctrl+T (Edit > Transform). Please watch this short video from Jesús Ramirez from the Photoshop Training Channel titled STOP Scaling Text in Photoshop!
He explains how to fix the text if it was scaled.

I cut and paste this font that I am working with all the time. I have to cute the second name and attach it to the heart. when I do this, I cut the second name, and paste it just above to re-attach. The issue is the font size changes. Here are a few screen shots. thanks for you help

In your first image you show one text layer with no information about fonts and font sizes used the create the text layer. In your second images you show two two layers with no information about fonts and font sizes used the create the two text layers. How did you change the text? Way are you stating copy paste changed font size? You did not describe any steps you did in Photoshop. As Far as I know you can not cut part of a text layer and paste the cut part in as a new text layer. Please describe the process you are using.
You can Ctrl+J to duplicated the text layer then edit the two layer to remove the firsd and last parts of the two layers. The font and font sizes should not change.

I am just using Ctrl+x and then using the type tool I am selecting an area just about the name and hitting Ctrl+v

Try using CTRL + Shift + V, It removes any previous formatting that might be getting picked up when you're copying text.

Definitely a post-2017 behaviour. I recently upgraded my computer with the latest versions of everything and Photoshop surprises me with alien "features" for the third week now. Haven't found a solution yet, but copy-paste indeed picks strange font sizes like "2.92 px" coming from "36 px".
But, I do know what causes it - it only happens with Copy & Paste from resized text layers. That includes global PSD file image size changes. It keeps some hidden ratio/starting point info. So if you have resized your text layers, they will be damaged. And setting a proper size for the resized texts with the dropdown won't reset them - copy and paste will still be scaled per the original ratio, in my case I can replicate it down ways.

Hello, thanks for the add-on, it echoes what @jane-e was saying, Maybe should there be a simple way to reset the transforms on a text layer, like it is possible on a smart object, or with the workaround shown in the last section of the excellent linked video she had added.

I think it's not very intuitive to program text to maintain scaling if u copy text from scaled layer. Why would I want this as the default? So easy to just duplicate a text layer if u want same size.
Just like how after scaling a type layer the fields reset to 100% and the only way to get it back 1:1 is to start over. Crazy.

Photoshop will adjust the size to fit the Area provided. Make sure the box area is the same size as the the text you are coping.

The type tool remembers the last size and font you use and will be used on copy pasted into photoshop. I recommend you change the font and size in photoshop to what you want before pasting the copy.
