Could not complete your request because of a program error

It seems that there are many discussions for the same error however none of the solutions in those threads have I managed to get to work.

 

The error message started out of nowhere, as I hadnt updated Photoshop nor Windows and I started to get the error message out of nowhere. Currently I cant:

  • Open or create any files, it just blanks and when I try to close the app I get the "Could not complete your request because of a program error" message and  I have to end task through the Task Manager.
  • For the rotate tool (when I can open a file in the older versions) I also get a "This tool is only for documents where OpenGL is enabled" even though OpenGL is enabled and was never turned off.
  • When I can open a file, I cant use many of the tools such as Transform or even rotate (for the canvas)
  • Even when I try to use the Photoshop User Diagnostics I cant run it because I get the same error message.

 

Ive tried almost every solution in the other threads to no success, including:

  • Uninstalling Photoshop along with the preferences,
  • Updating and going back to all versions available,
  • Updating Windows and all drivers,
  • Enabling all GPU settings, defaulting Photoshop to use exclusively GPU

 

I am currently on Windows 10 Home Version 22H2 and Photoshop 25.0 however as mentioned I have tried going back to all version currently available including 22.2 and all versions of 24. I can open files in some of the older versions but the Program Error persists. I use Photoshop for work so I really urgently need it to work.

uninstall photoshop including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

Also to add, all other Adobe apps on my device work with no issues including Ligthroom, Illustrator and InDesign.
